Layered Governance, Not a Single Point of Control
WPA operates through a layered governance structure designed to separate policy-setting, day-to-day execution, and regional coordination — so that no single group has unchecked authority over funds, partnerships, or program decisions.
This structure exists to protect the integrity of the network: donors, partners, and the animals we serve all depend on decisions being made through defined processes, not individual discretion.
Governance documentation, fund-usage reports, and partner-verification records are made available publicly, consistent with WPA's transparency commitments.
